He has served as chief executive officer and consultant to non-profit and for profit organizations with over 30 years experience. He is an award winning administrator, ethical leader, innovative problem solver, staff and stakeholder service oriented with competency in all functional areas of the body of knowledge of non-profit organizations: mission, goals and objectives; governing body, officers and directors; organizational structure and documents; programs, services and activities; human resources; financial planning and reporting; stakeholder (membership) development and retention; communications; external/government affairs; office technology and management.

S2ET is a consulting management firm providing expertise and specialized services to organizations in an efficient, cost effective manner. Mr. Winters specializes in consulting in the ten functional areas of non-profits, conducting organizational evaluations, implementing the recommendations and serving as interim CEO. Clients have included for profit businesses, professional societies, foundations and trade associations.


His accomplishments have included:

  • Awarded “Association Executive of the Year” by his peers.
  • Awarded “Association of the Year” in international competition.
  • Earned Certified Association Executive (CAE) professional designation making him uniquely qualified to lead with the Board, committees and staff.
  • Earned Certified Meeting Professional (CMP) designation signifying excellence in educational programming, planning and execution of seminars, annual conferences, special events and trade shows.
  • Developed and conducts the “Striving for Excellence” (SFE) Evaluation Program of organizations reviewing the ten functional areas of non-profit organizations resulting in multi-year strategic operation plans.
  • Graduate of Illinois State University with BS in Political Science, Master in Public Administration (MPA) studies from University of Colorado, Institute of Organization Management (IOM)-Center for Leadership Development at the University of Notre Dame (considered the premiere educational program for chamber of commerce and non-profit executives.)
  • Capacity Builder member of the Standards for Excellence Institute. Charter Consultant member of the Interim Association.
  • Developed American National Standards Institute (ANSI) Accredited Certification program and administered ANSI Accredited Standard Development Organization (SDO).
  • Appointed to the Malcolm Baldridge National Quality Award Board of Examiners, the nations only Presidential Award for business and non-profit organization performance excellence.
  • Elected to the American National Standards Institute (ANSI) Personnel Certification Accreditation Committee (PCAC) accrediting personnel certification bodies in accordance with ANSI 17024.
  • Contributor to the American Society of Association Executives (ASAE) book Managing Association Turnarounds.
  • Peer Review Evaluator and CEO-to-CEO Peer Assistance Program.
  • Has served as a volunteer, chairman of committees and chairman of the board of directors of several non-profit organizations.
  • Represented the non-profit profession and industry to state legislators and US Congress.
  • Awarded Innovative Model Certification Program award from the National Certification Commission for the development of a three tiered certification program.
  • Registered as an expert witness for judicial proceedings regarding best practices in non-profit organizations.
